Cat has spent years fighting for our kids as a public-school teacher, education advocate, PTA Council President of Howard County, and member of the HCPSS Budget Review Committee and Security Taskforce. On the County Council, she'll fight to fully fund our schools, reduce class sizes, and make sure every child in District 5 has the resources they need to succeed.

The farms, open land, and community of Western Howard County are what make District 5 home. Cat will fight to protect our green spaces and ensure that comprehensive rezoning — which happens once a decade — reflects what our community actually needs, not what outside developers want. Smart, community-centered growth means protecting what we have while making sure infrastructure keeps pace with what gets built.
As the only publicly financed candidate in the race, Cat answers to voters—not Big Money, not Big Energy. Unlike her opponent, who comes from the Big Energy industry, Cat is a grassroots community advocate and small business owner. She knows rising costs are squeezing families and businesses, and she will fight to protect our green spaces, support local businesses, and keep Howard County affordable for the people who live and work here.

As a successful small cybersecurity business owner, Cat Carter knows how to budget strategically and deliver results. She'll fight for a county budget that puts schools, roads, and first responders first and holds the county accountable for every dollar spent, without raising our taxes.
Cat is the pro-business candidate who understands that strong federal and local business partnerships are critical to Howard County's economy. While her opponent wants to divest from the federal government, she understands that is anti-business for Howard County. With nearly one-third of our local economy tied to federal spending and contracts, she will work to bring better jobs, better pay, and more opportunities to our community.
Good government means making sure our roads, emergency services, and schools keep pace with growth. Cat has already helped change Maryland Board of Education policy so schools must share reportable offenses when students transfer — keeping students and staff safer. She'll continue that work on the County Council, protecting fire tax funding and ensuring first responders have what they need.

Access to quality healthcare shouldn't depend on your zip code. Cat will work to expand support for our Federally Qualified Health Center, establish a sustainable vision care clinic, and partner with community health organizations to make services more accessible across District 5.
